Помогите Запрет на создание магазинов

Всем привет. У меня на днях вопрос появился. Дело в том, что все игроки почему-то могут создавать магазины. (Плагин ChestShop). А я хочу чтобы, могли только VIP, например.
Вот эти permissions у простых игроков:
- ChestShop.shop.sell
- ChestShop.shop.buy
А эти у VIP:
- ChestShop.shop.create
Но создавать магазины могут все... Пожалуйста помогите, что за дела?
