Помогите Проблема с приватом территории

Ребят, такая трабла - стоят плагины WCEdit, PermissionsEX, WorldGuard, WorldEdit

при отправке команды //wand выдается деревянный топор, и сопровождается подсказкой: "Left click: select pos #1; Right click: select pos #2", но обычный юзер не может выделить регион при помощи него. Левым кликом просто выполняются функции топора (рубит, ломает), а на райт клик сервак пишет: "WorldGuard: No defined regions here!"
